Project Overview
An important U.S. federal health agency plays a vital role in improving healthcare access for underserved populations across the United States. To support the effective use of its core systems, the agency launched an enterprise-wide IT training initiative through a leading government prime contractor, who engaged Brookwood as a trusted subcontractor. This initiative was launched against a stark backdrop: there was a one-year hiatus in the development of training products, and the government restaffed its training program. Also, two new major systems were coming online.
The Requirement
The agency needed a scalable, high-quality training program to support its mission-critical systems, including enterprise applications and CRM platforms. The solution required:
• Engaging instructor-led and virtual training experiences
• Clear, user-friendly support materials and documentation
• Full compliance with Section 508 accessibility and federal plain language standards
• A structured instructional design approach (ADDIE) and measurable evaluation framework (Kirkpatrick)
• Actionable insights into training effectiveness and user adoption
The Solution
Brookwood delivered a comprehensive training ecosystem designed for impact, usability, and compliance:
- End-to-End Course Development: Created instructor-led and virtual training sessions tailored to system workflows and user needs
- Engaging Learning Assets: Produced videos, quick reference guides, and complete course materials to reinforce learning
- Built for Compliance: Ensured all content met Section 508 requirements and federal plain language standards
- Data-Driven Evaluation: Designed and implemented surveys and assessments to measure learning effectiveness and behavioral change
- Continuous Quality: Applied rigorous QA/QC processes to deliver consistent, high-quality training experiences
Working closely with stakeholders, Brookwood operated as an extension of the team—adapting quickly, maintaining alignment, and delivering with precision.
The Scale
Brookwood used a pipelined approach to developing training products for two thousand (2000) public stakeholders and five hundred (500) government employees across ten (10) offices. The government commented on the high quality of Brookwood products — the rework rate was 1%. Over twelve (12) months, a six-person team delivered a total of 157 training products consisting of: training videos, virtual instructor-led sessions, quick reference guides, and presentations. Each training product received the highest marks for quality on the Kirkpatrick Scale.
The Result
Brookwood delivered a modern, scalable training program that:
- Increased user engagement and confidence across enterprise systems
- Provided accessible, easy-to-use training resources for diverse audiences
- Enabled the agency to measure and improve training effectiveness
- Supported mission-critical systems that drive healthcare delivery nationwide
This engagement highlights Brookwood’s ability to deliver high-impact, compliant eLearning and training solutions within complex federal environments.
